Terms and Conditions

These terms define the portal's role, the user's responsibilities, and the boundary between digital workflow status and official insurance coverage.

Coverage reminder

The portal is a legal-tech workflow tool. Registration does not activate coverage until payment, document review, certificate issuance, and official activation are complete.

1. Agreement and authority

By creating an account, submitting information, or using the portal, you agree to these Terms and confirm that you are legally able and authorized to act for yourself or the person or organization identified. If you do not agree, do not submit information or continue an authenticated workflow.

2. Portal purpose and service boundaries

The portal supports registration, identity and document intake, application tracking, payment matching, policy and certificate coordination, claims assistance, data export requests, receipts, insurer handoff files, and related support for affordable insurance access. It is a legal-tech and operations workflow platform. It does not replace an official policy, certificate, endorsement, receipt, insurer notice, or legally required disclosure, and it is not itself the insurer, underwriter, payment institution, broker, agent of record unless expressly appointed, or final claims decision-maker.

3. Program parties and official documents

LTOP, authorized personnel, assigned agents, FPG Mercantile or Mercantile coordination contacts, payment providers, email providers, hosting providers, and insurer or servicing partners may each perform limited workflow roles. Insurance coverage, approval, terms, exclusions, benefits, cancellation, renewal, and claims are governed by the authorized insurer's official documents and applicable law. Public website content, dashboards, emails, screenshots, and templates are operational aids and cannot override an issued policy, official insurer notice, or regulator requirement.

4. Accounts and security

You must provide accurate account details, protect passwords and one-time codes, use only accounts you are authorized to access, and promptly report suspected compromise. Activity performed through a valid session may be attributed to that account. LTOP may require re-verification, end sessions, restrict access, or suspend an account to protect users, records, or the platform.

5. Applications and no automatic coverage

Registration, document upload, application submission, status display, partial payment, or payment initiation does not by itself create insurance coverage. Coverage begins only after all applicable eligibility and document reviews, verified payment, certificate or policy issuance, and official activation under the insurer's governing terms. After verified payment, policy processing, certificate preparation, and activation may take around 24 to 72 hours depending on cutoff timing, completeness of records, provider confirmation, and insurer review. If portal text conflicts with an issued policy or official insurer communication, the official document controls to the extent allowed by law.

6. Payments, fees, reversals, and refunds

Amounts and statuses displayed by the portal remain subject to validation by the payment provider, bank, branch, authorized administrator, or insurer. Never treat a screenshot, pending status, or unverified reference as final payment or active coverage. Duplicate, failed, reversed, refunded, disputed, or misapplied transactions are handled under the applicable provider, insurer, and legal rules. Any refund or cancellation right depends on the governing product, transaction state, and mandatory law.

7. Electronic records and communications

You consent to lawful electronic records, notices, acknowledgments, and signatures for portal workflows, subject to rights that cannot be waived. Keep copies of important confirmations and ensure your contact information remains current. Delivery may fail because of provider, inbox, device, or network conditions, so the portal record and official support channels should be checked for material status updates.

8. Acceptable use

You must not impersonate another person; access records without authority; submit false, stolen, misleading, or malicious content; probe or bypass security; automate abusive traffic; interfere with availability; reverse engineer protected services except where law expressly permits; scrape personal data; misuse payment or invitation links; infringe intellectual-property or privacy rights; or use the portal for fraud, harassment, unlawful discrimination, or any prohibited activity.

9. Intellectual property and software licenses

Unless a specific notice states otherwise, the portal's branding, logos, copy, original visual assets, workflows, and proprietary code are protected and all rights are reserved by their respective owners. No blanket open or 'free' license is granted over LTOP marks, customer data, policy records, or proprietary content. Third-party and open-source software remains governed by its own license notices; those licenses apply only to the covered components and do not license LTOP branding, data, or unrelated platform materials.

10. Availability and third-party services

The portal may depend on hosting, identity, database, email, mapping, payment, insurer, and communications services outside LTOP's direct control. Maintenance, security work, provider failure, force majeure, or network conditions may interrupt access. Reasonable efforts will be made to restore service, but uninterrupted or error-free availability is not guaranteed.

11. Disclaimers and liability

Nothing in these Terms excludes liability or consumer rights that cannot lawfully be excluded. To the extent permitted by law, the portal is provided for the stated administrative purposes without warranties beyond express commitments, and the operators are not responsible for losses caused solely by unauthorized use, inaccurate user submissions, third-party outages, or events beyond reasonable control. Official policy terms govern insured risks, exclusions, benefits, and claims.

12. Enforcement, termination, and evidence

LTOP may preserve audit records, investigate suspected misuse, reject or hold submissions, and restrict or terminate access when reasonably necessary for security, compliance, fraud prevention, contractual enforcement, or protection of others. Relevant electronic records may be used to investigate incidents and establish transaction history, subject to applicable evidence and privacy rules, including the Data Privacy Act of 2012 where personal information is involved.

13. Governing law, changes, and contact

These Terms are governed by the laws of the Republic of the Philippines, without removing non-waivable rights or lawful regulatory jurisdiction. Updated Terms may apply prospectively after posting or notice; material changes may require renewed acceptance. Legal references include Republic Act Nos. 8792, 10173, 10175, and 8293, plus applicable insurance regulation and the authorized insurer's official policy documents. Product-specific terms and regulatory disclosures require final review by the authorized insurer and Philippine counsel.
